I saw Mr. Nicoll again on the 18th and told him of the political activities of Dr. T'ien when he was carrying out his investigation in Sarawak (file 58610/49 and 28361/27/4/50). I also told him that we knew nothing to the detriment of Miss Barbara Ward. Mr.Nicoll had arranged to meet Dr. T'ien and Miss Barbara Ward on the 19th, merely to see what they were like. It was not known, whether even if Dr. T'ien was asked to assist, if he would be in a position to do so or even wished to do so and Mr. Nicoll did not intend to enter into any commitment with him but merely to discuss the question of surveys in general with him. Mr. Nicoll said that he would tell me if he required any further action taken or information conveyed to the Governor. He thought that he might write personally to the Governor reporting on the results of his discussion with Professor Firth and his meetings with Dr. T'ien and Miss Barbara ward.

Professor Firth offered to assist as much as he could and suggested that Mr. Tsui might work out a plan of the way he proposed to tackle the job and if this was sent home we could here look at it and advise on it. He stressed that he agreed that an investigation would serve a very useful purpose as we had little knowledge of the economic facts of life in the New Territories but that before financial assistance could be given a proper plan would have to be drawn up and a scheme made. Mr. Nicoll said that he quite realised this.
